Which topics do you think are important for the city of Heerlen? Are you missing topics that the municipality should address? Do you want to influence the policy of the municipality and the topics that the municipality tackles?
The first Citizens' Assembly will start in Heerlen in 2025. 

Through June 30, you can vote on the chosen issues.

Heerlen is a fantastic city! I have been living there for many years with great pleasure! But what I do miss is a private pool!! What is civic consultation?

In the citizens' council are 100 Heerlen citizens who give advice on an important issue that lives in the city. The college and the city council implement the advice of the citizens' council as much as possible.
10,000 People in Heerlen will receive a letter this fall with an invitation to participate in the citizens' council. From the applications we will draw 100 Heerlen citizens. Together they will form the citizens' council. 

What does the citizens' council do?

The 100 Heerlen citizens who make up the Citizens' Council consult with each other on the chosen theme. They give advice on it to the municipality. The college and the city council have promised to take these advices on board as much as possible.

Other municipalities in the Netherlands already have citizens' councils: Amsterdam, Schagen, Maastricht, Utrecht and Zwolle. Take a look at their websites. 

Familiarity with the subject is not necessary

As a member of the citizens' council, you don't need to know anything about the topic beforehand. You get information from the municipality and from independent experts. And you search together with the other participants for knowledge and information that you need for this topic.
You are already an expert, because you know what it is like to live in Heerlen. About what you would find pleasant and useful, what helps you and what doesn't.

Terms

Topics must meet a number of conditions:

  • It is socially important.
    The issue resonates with a large group of residents and civil society organizations and is seen by them as important.
  • It is politically important.
    It is a subject on which no decision has yet been made and on which politics itself does not come easily. The subject does resonate with much of the board. 
  • It gives a visible result.
    It is important that the advice of the citizens' council is visible to the residents of Heerlen. So, what did the city council and the college do with the advice? 
  • The citizens' council must be able to work with a clear question.
    The question for the citizens' council must be concrete, ambitious and 'manageable' and not too technical. And there must be enough room in the policy to implement the advice.
  • A citizens' meeting is an appropriate format.
    Is it an issue appropriate for a citizens' meeting. Can it be addressed faster and better in another way.
    Then the question is whether we want to organize a citizens' council. After all, it takes a lot of time, money and energy to organize a citizens' council.

Term

Civic consultation will begin in 2025. Before then, the following must happen:

  • From 15 April
    Residents were able to indicate which topic they think is important for the city.
  • 20 May to 2 June 2024
    Residents were able to indicate which topic they think is important for the city.
  • June 2024
    A working group consisting of the civic engagement team, residents, a council member and an independent chair check whether the submitted topics are suitable for civic consultation. The working group announces which topics are dropped why.  
  • From June 24 through June 30
    Residents will vote on the remaining issues. This will again be done via e-mail, by phone and at a number of locations around town.
  • September 2024
    The topic with the most votes goes to the City Council. The city council decides whether this will be the topic for the citizens' meeting.
  • Fall 2024
    10,000 Residents will receive an invitation to participate in the citizens' council. From the applications we draw 100 participants. An independent notary supervises the draw.
  • January 2025
    Start of citizen consultation with the chosen topic.
