You can do so online and at various locations around town.
Themes of residents and choices
Suggested theme | What do we do with it?
1. | Instead of a swimming pool in a church, free break fruit or a sandwich lunch at all Heerlen primary schools | A sympathetic proposal, but too small for a citizens' assembly. |
Attractiveness of Heerlen | Good theme, has been adopted.
3. | Local fireworks ban | The problem with this theme is that if the citizens' assembly were to decide to ban fireworks, this could not be enforced due to a lack of enforcers. In addition, there are already regional agreements in this area, which means that it does not comply with rule 1 for the citizens' assembly. There is also already a nationwide ban on fireworks. |
4. | Lighting ANWB Poles | Too small a subject for a citizens' assembly. |
5. | Vacancy of office buildings (e.g. used for housing) | The municipality of Heerlen is already doing this. Therefore, a citizens' assembly on this is not necessary. And as a result, it does not meet the rules for a citizens' assembly (rule 1: there may not yet be an established policy) |
6. | How does Heerlen remain attractive for households with an above-average income? I don't have a policy in this. | This can be taken into account in the theme "Heerlen attractive municipality". It is too small a subject to hold a citizens' assembly on this alone. |

11. | Energy transition (construction of heat networks for suitable neighbourhoods (such as Welten) and apartment buildings | There is already a policy on the energy transition and a schedule to implement it per district. The transition vision also includes information about heat networks. Which means that it does not comply with rule 1 of the citizens' assembly (there is already a policy). However, energy transition is included in the theme "Energy, climate and sustainability". |
12. | Combating the deterioration of Hoensbroek | This has been included in the theme "Heerlen, liveable municipality". |

14. | Integrity of policymakers | Does not comply with rules 1 and 3 for a citizens' assembly, there is no social and political relevance and citizens' assembly is the right instrument. |

Description
What is civic consultation?
In the citizens' council are 100 Heerlen citizens who give advice on an important issue that lives in the city. The college and the city council implement the advice of the citizens' council as much as possible.
10,000 People in Heerlen will receive a letter this fall with an invitation to participate in the citizens' council. From the applications we will draw 100 Heerlen citizens. Together they will form the citizens' council.
What does the citizens' council do?
The 100 Heerlen citizens who make up the Citizens' Council consult with each other on the chosen theme. They give advice on it to the municipality. The college and the city council have promised to take these advices on board as much as possible.
Other municipalities in the Netherlands already have citizens' councils: Amsterdam, Schagen, Maastricht, Utrecht and Zwolle. Take a look at their websites.
Familiarity with the subject is not necessary
As a member of the citizens' council, you don't need to know anything about the topic beforehand. You get information from the municipality and from independent experts. And you search together with the other participants for knowledge and information that you need for this topic.
You are already an expert, because you know what it is like to live in Heerlen. About what you would find pleasant and useful, what helps you and what doesn't.
Terms
Topics must meet a number of conditions:
- It is socially important.
The issue resonates with a large group of residents and civil society organizations and is seen by them as important. - It is politically important.
It is a subject on which no decision has yet been made and on which politics itself does not come easily. The subject does resonate with much of the board. - It gives a visible result.
It is important that the advice of the citizens' council is visible to the residents of Heerlen. So, what did the city council and the college do with the advice? - The citizens' council must be able to work with a clear question.
The question for the citizens' council must be concrete, ambitious and 'manageable' and not too technical. And there must be enough room in the policy to implement the advice. - A citizens' meeting is an appropriate format.
Is it an issue appropriate for a citizens' meeting. Can it be addressed faster and better in another way.
Then the question is whether we want to organize a citizens' council. After all, it takes a lot of time, money and energy to organize a citizens' council.
Term
Civic consultation will begin in 2025. Before then, the following must happen:
- From 15 April
