Municipality declares objection STAND-BY! unfounded
The municipality of Heerlen has declared the objection of care cooperative STAND-BY! unfounded; the objection followed the November 14, 2023 college decision on the Social Support Act (WMO) subsidy tender that turned out to the disadvantage of STAND-BY! and in favor of care organization Incluzio.
For the implementation of the WMO, such as home help or adult help, the municipality issued a subsidy tender last year. In a subsidy tender, various care organisations are given the opportunity to receive a subsidy for a set period. With that subsidy, the selected care organisation must then provide the help or Health regulate and implement within a municipality.
Main points of the objection
In STAND-BY!'s objection to this board decision, the care cooperative asked, among other things, that a new tender procedure be issued, on the grounds that the tender would violate the law, as would the subsidy to Incluzio. Furthermore, July 1, 2024 as the end date for phasing out the subsidy would be unreasonable as far as the Hoensbroek district is concerned.
Because of the objection, the Municipality of Heerlen has carefully reconsidered the matter in recent weeks. One more careful look has been taken to see if the municipality has overlooked anything; one more time the assessment has been checked against all legal provisions. But the reconsideration shows that the decision and the process by which it was made were done correctly and that the municipality complied with the law. Thus, the objection of STAND-BY! is declared unfounded.

Meanwhile, the transition period (from Jan. 1, 2024 to May 1, 2024) is running and STAND-BY! is transferring the work, while Incluzio is preparing to take over from May 1, 2024.
Alderman Arlette Vrusch : “The transfer to Incluzio is currently taking place. Certainly not everything will go smoothly with a major development like this. We will of course continue to keep a close eye on whether residents can continue to use the facilities without loss of quality. Health or continue to receive the help they need.
