Description

A slot machine, such as a fruit machine, is a gaming machine. If you want to place a slot machine, you need a permit. This permit is called an attendance permit. An amusement machine, such as a pinball machine, does not require an attendance permit.

The municipality distinguishes between "high-threshold" and "low-threshold" establishments:

  • High-threshold establishments include cafes, bars and nightclubs. These are places that are not intended for people under 18. These establishments may have a maximum of 2 gaming machines.
  • Low-threshold establishments include snack bars and canteens. This is also where people under 18 come. These establishments may only have amusement machines (i.e., no gaming machines).

In addition to the presence permit, there is also an operating permit. The owner of the gaming machine or dexterity machine must have an operating license. The owner applies for this from the gaming authority. Most catering establishments are not the owners of the machines. They can check with the Kansspelautoriteit whether the owner has an operating license.

If you want to start a gaming machine hall, you need permission from the municipality.

Requirements

The Requirements for a presence permit include:

  • You have an alcohol license (formerly called a liquor and hospitality license).
  • You have policies that prevent gambling addiction.
  • The owner of the slot machine has an operating license from the gaming authority.
  • The gaming authority has approved the slot machine. You can see this by the mark: a sticker from the gaming authority on the machine.

Term

The municipality decides within 8 weeks of receiving your application. The municipality may extend this period once.

The deadlines mentioned do not include any suspension periods under the General Administrative Law Act.

Objection and appeal

You can object to the decision on your application. Do this within 6 weeks. Do you then disagree with the decision on the objection? Then file an appeal with the court.
