Purchasing and Procurement

The municipality of Heerlen purchases a wide variety of products and services. We also contract with companies to perform work for the municipality. Examples include construction projects, software, electricity, Wmo assistive devices, work clothing, and the maintenance of road shoulders and trees. When making purchases, we look for a good balance between price and quality. And we believe it is important that our purchases contribute to a better society and a better environment.

Multiple Private Bidding Process

In a multiple-vendor private tender, we invite a number of companies to participate. We then ask them in advance if they are interested in the contract.

Bulk Lists

For some contracts, we use shortlists. These are lists of contractors, suppliers, and service providers who are suitable for a specific type of contract. This allows us to select companies in a clear and fair manner for recurring negotiated procurements.

We use these lists for civil engineering projects and engineering services. Would you like to be included in a master list? If so, please register your company.

Socially Responsible and Sustainable Procurement

Social Return

Through social return, we aim to help people who have difficulty finding work. Companies that carry out contracts for the municipality are therefore asked to give something back to the community. This can be done, for example, by:

  • to provide paid employment to unemployed people in Heerlen
  • to offer internships or apprenticeships
  • to provide training, knowledge, or resources
  • purchase products or services from social enterprises
  • to support social projects in Heerlen.

Socially Responsible Contracting and Procurement

The municipality of Heerlen has signed the national Manifesto on Socially Responsible Contracting and Procurement (MVOI). By doing so, we commit to ensuring that our procurement and contracting practices take into account, among other things:

  • Sustainability and the Environment
  • social impact
  • equal opportunities
  • a circular economy.

That is why, with every purchase, we consider how we can create social value. To this end, we use, among other things, a practical checklist with eight questions.
