Living, renting and letting in Heerlen

In Heerlen, we think enough affordable and good quality rental housing is important. That's why there are strict rules for landlords in our municipality. Are you renting a house and is there bad landlordism? Then you can report this. 

Bad landlord hotline

Do you disagree with your landlord because, for example, the rent is too high, overdue maintenance, discrimination or an excessive deposit? Then you can report this to the municipal hotline.

Buyout protection Heerlen 

You may not rent out your home with a WOZ value of less than €300,000 in much of Heerlen within the first 4 years after you buy it.

Do you still want to rent out your home? Then the following applies Requirements for and you need a so-called “rental permit for purchase protection”. This is possible, for example, if you want to rent the house to your child or parents, or are going to rent it for a shorter period. If you rent without this permit, you can get a hefty fine.

This permit is required in the following areas: Maria Gewanden and Terschuren, Mariarade, Hoensbroek-De Dem, Vrieheide-De Stack, Heerlerheide-Passart, Heksenberg, Rennemig-Beersdal, Zeswegen-Nieuw Husken, Schandelen-Grasbroek, Meezenbroek, Schaesbergerveld, Eikenderveld, Woonboulevard -Ten Esschen, Bekkerveld, Caumerveld-Douve Meadows, Molenberg and Heerlerbaan-Centrum.

Prohibition of room rentals and housing splits

As a property owner, you may not rent out rooms to multiple households or split your property into two dwellings throughout the municipality. This is the prohibition of room rental and the prohibition of residential division.

Do you want to do that anyway? Then you need a permit. You can get one if, for example, you meet minimum housing quality requirements. In the case of letting rooms, you must also meet the policy rules for letting rooms and your building may not be within 50 meters of another letting room. Are you going to rent to attention groups, such as people who have left a clinical mental health institution or youth care with residence and foster care; ex-prisoners; (threatening) homeless; or migrant workers? Then you must also comply with the policy rule Housing Attention Groups Heerlen 2024.

Renting to migrant workers

Do you want to rent a property to migrant workers? Then you need a rental permit to do so. This applies to the entire municipality.

Do you want to rent out a property in the Uterweg or Vrieheide neighborhoods? This also requires a rental permit, even if you are renting to someone other than a migrant worker. A Bibob test can be carried out by the municipality.

Housing Permit

Do you rent a total of 3 or more properties that you own? And do you rent out a property with a bare rent of less than €697.07? Then your tenant must apply for a "housing permit". The permit is granted if the tenant has an economic or social connection with our municipality. Teachers, nurses and police officers have priority with this permit.
