The City and the Business Fund Extend Their Agreement Through 2031

The Municipality of Heerlen and the Heerlen Entrepreneurs Fund Foundation have signed an agreement. This agreement is valid until 2031. The Entrepreneurs Fund enables entrepreneurs to pool their resources. They use these funds to finance projects that make Heerlen more attractive, safer, and more vibrant. The fund also helps promote the city. Most entrepreneurs find the fund valuable. They use the money contributed by entrepreneurs wisely. The projects have a real impact.

What do business owners think of the Business Fund?

In 2025, the municipality conducted a survey among business owners regarding the Business Fund. The fund also commissioned an external firm to conduct a study. Both studies show that the fund is working well. It fosters greater collaboration among business owners. New initiatives are also emerging. And the business climate is improving. Business owners who make frequent use of the fund appreciate it the most.

What could be improved?

The studies also show that there is room for improvement. Specifically in the following areas:

  • The fund needs to become more visible
  • The fund needs to reach more entrepreneurs
  • The fund needs to operate more professionally

The new agreement includes provisions for improvements:

  • Greater visibility and transparency. For example, through project presentations.
  • Stronger organizational structure for the fund. The board will receive professional assistance.
  • Greater accountability to business owners. And greater involvement of business owners. This could be achieved, for example, through a participants’ council or something similar.

Entrepreneurs contribute to the Entrepreneurs Fund. This is done through a surcharge on the property tax for commercial properties. The Entrepreneurs Fund uses this money to support the local economy. It supports initiatives by and for entrepreneurs. Thanks to the multi-year agreement, joint initiatives can continue.
