Free public transport for people with a minimum income

Limburg is the first province in the Netherlands where residents with a minimum income can use regional public transport for free during off-peak hours. Provincial Executive for Mobility of the Province of Limburg Jasper Kuntzelaers, director of Arriva Limburg Michiel Cusell and Alderman Judith Bühler marked the start of this initiative on Monday, June 2, 2025.

The Provincial Executive for Mobility of the Province of Limburg says: “With Dal Vrij Limburg we show that as a province we invest in equal opportunities and accessibility for everyone. Free public transport for people with a minimum income not only means more freedom of movement, but also more opportunities to participate in society. I am proud that Limburg is the national leader.”


Kick-off Dal Vrij Limburg

The official kick-off of Arriva Dal Vrij Limburg took place on Monday 2 June in Sittard. Provincial Executive Jasper Kuntzelaers, Arriva Limburg director Michiel Cusell and Alderman Judith Bühler presented a Dal Vrij Limburg check to residents with a Social assistance benefit . The introduction of free public transport during off-peak hours for people on low incomes is unique in the Netherlands. And came about through close cooperation between the Province of Limburg, transport company Arriva and the participating municipalities. Aldermen from the municipalities involved were also present at this festive occasion.

Follow-up

The scheme is initially aimed at residents with a Social assistance benefit from the municipalities of Venlo, Weert, Nederweert, Roermond, Sittard-Geleen, Heerlen and Maastricht. In the coming period, other Limburg municipalities will also join in order to reach the group of welfare recipients. After the summer, we will expand the target group and other residents with an income at or below 100% of the social minimum will also be able to travel for free, during off-peak hours, with Arriva public transport in Limburg. 

The Province of Limburg and Arriva are working on setting up a digital application desk. Here, residents who did not receive a letter from the municipality in this first phase can submit an application for an OV chip card with Dal Vrij Limburg. If residents have received their personal OV chip card with Dal Vrij Limburg, they can submit the Map use immediately on Arriva Limburg buses and trains.
