Report soil movement or disposal (earthmoving)

If you are going to excavate soil, the soil must be clean. You can check this by having a soil test done. Does the investigation show that the soil is contaminated? Then report this to the municipality.
Do you want to move or remove soil on your property? You must report this to the environment desk.

 

Approach

This is how you report excavating and moving or removing soil:

  • You file the notification with the Environment Counter.
  • Log in:
    • for yourself: with DigiD
    • For a company: with eRecognition
  • In any case, you pass on:
    • your name and address
    • Where you want to excavate the soil
    • how much soil you want to excavate
    • How you want to excavate and move or dispose of the soil
    • What kind of soil you want to excavate

If you are going to excavate soil on your property, you can:

  • move on the same property
  • drain to another place
  • refund at a later date

Are you going to move or remove soil (earthmoving)? If so, you must report it. Examples of soil are sand, peat, clay and dredge.

Requirements

The Requirements for reporting earthmoving (moving or removing soil):

  • You excavate and move the soil or dispose of the soil as a business.
  • You excavate and move the soil or dispose of the soil as a private citizen.
  • The soil you excavate as a private citizen is not garden soil or sand.

Are you going to temporarily excavate (remove) soil? And are you placing the soil unworked and under the same Requirements back to the same place? Then you do not have to report this.

Do you want to move or remove a very large amount of soil (more than 10,000 m³ of solids)? Or do you want to dig deeper than 2.5 meters? Then apply for an excavation permit from the province. You can find more information at the Omgevingsloket.
