Driveway construction
You need an environmental permit to build a driveway. You apply for an environmental permit through the online Omgevingsloket.

Approach
This is how you apply for a permit to build a driveway:
- Go to the Environment Counter.
- Do the permit check. You can then apply for the permit right away.
- Log in:
- for yourself: with DigiD
- For a company: with eRecognition
- You pass on:
- A drawing or photograph showing the desired location of the driveway
- a photo of the existing situation
Cost
Driveway permit home:
- € 262.90 fees for processing the application for an environmental permit and
- €561.28 (rate 2024) including VAT for the construction of a driveway up to a maximum of 3.50 meters
Is the driveway wider than 3.50 meters? Then there will be additional charges. (You must then multiply the standard rate by the number of extra meters divided by 3.50 meters).
Parking in front yard:
- € 262.90 fees for processing the application for an environmental permit and
- € 561.28 (rate 2024) including VAT for a driveway up to a maximum of 3.50 meters

Please note that the municipality will provide the construction of the driveway.
Entrance permit businesses in commercial and industrial areas:
Construction by or on behalf of the municipality: estimated cost 20% management fee and € 262.90 legal fees.
Construction by licensed company 20% management fee (of estimated cost) and €262.90 legal fees.
Description
If you want to make an entrance to your business or home, you need an environmental permit. For example, if you want to make an entrance from the road to your garage. Or for an entrance over water, such as over a ditch. You may not change an existing driveway without a permit.
When constructing a driveway to the public road, for example, an obstacle such as a lighting pole is not a problem.
Terms
Without an environmental permit, you may not:
- Making an entrance from the road
- Changing the road (by lowering the sidewalk, for example)
- Changing an existing driveway
- a driveway is already present (exception is the application for a 2nd driveway at a wide house/parcel)
If you want to park in your yard, you must get a waiver from the zoning ordinance. Did you not get a waiver? Then the application has not been approved. Do you live in a rental property? You need permission from the homeowner.
Term
The municipality decides within 8 weeks of receiving your application. The municipality may extend this deadline once.
If on-site parking does violate the zoning ordinance, municipality will make a decision within 26 weeks.
Objection and appeal
You can object to the decision on your application. Do this within 6 weeks. Do you then disagree with the decision on the objection? Then file an appeal with the court.
During the 26-week procedure, you can submit views. After submitting views, do you still disagree with the ruling? Then appeal to the court.
