Constructing a driveway

You need an environmental permit to build a driveway. You apply for an environmental permit through the online Omgevingsloket. The municipality constructs a driveway. You or a contractor may not do this yourself.

Approach

This is how you apply for a permit to build a driveway:

  • Go to the Environment Desk.
  • Perform the permit check. You can then apply for the permit immediately.
  • Log in: 
    • for yourself: with DigiD
    • for a company: with eHerkenning
  • You provide:
    • A drawing or photograph showing the desired location of the driveway
    • a photo of the existing situation

Costs

To apply for an environmental permit, you must pay a fee of €277.30 (2026 rate). More information about this can be found in thefees regulation.

After granting the environmental permit, we make a quote for the construction or modification of the driveway. We discuss this with you in advance. Because every driveway is different.

Description

If you want to make an entrance to your business or home, you need an environmental permit. For example, if you want to make an entrance from the road to your garage. Or for an entrance over water, such as over a ditch. You may not change an existing driveway without a permit.

 When constructing a driveway to the public road, for example, an obstacle such as a lighting pole is not a problem.

Requirements

Without an environmental permit, you may not:

  • Making an entrance from the road
  • Changing the road (by lowering the sidewalk, for example)
  • Changing an existing driveway

You may not build a driveway if one is already present. The exception is the application for a 2nd driveway at a wide house/parcel.

Term

The municipality will make a decision within eight weeks of receiving your application. The municipality may extend this period once.

If on-site parking does violate the zoning plan, the municipality will make a decision within 26 weeks.

Objections and appeals

You can object to the decision on your application. Do this within 6 weeks. If you disagree with the decision on the objection, you can lodge an appeal with the court.

During the 26-week procedure, you can submit views. After submitting views, do you still disagree with the ruling? Then appeal to the court.
