Apply for single-earner allowance

Sometimes partners together have an income below the minimum amount needed to live on. You may qualify for a single-earner allowance.

Approach

Call for an application form and fill it out.
To apply, you will need copies of the following supporting documents: 

  • A valid ID proof (not a driver's license) or alien's document of you and/or your partner.
  • Income information for you and your partner. Then provide the last paycheck or income statement from the month before the application. We use this to calculate the expected annual income. If your monthly income varies, submit a pay slip or income specification from 3 months.
  • The July 2024 and July 2025 rent statement showing the bare rent and service charges (if any) to be paid.
  • The final income tax assessment 2025. If you do not have the final assessment yet, submit the preliminary assessment.
  • The final assessment of Benefits 2025. If you do not yet have the final assessment, submit the provisional assessment.
  • Your bank card or latest bank statement.

Description

People with single-earner problems miss out on benefits that families with Social assistance benefit receive from the municipality. If so, you may be able to get the single-earner allowance. Most people get this benefit automatically. This is because the municipality receives a list from the Tax Administration of who is eligible for the allowance.

Temporary arrangement

The government is working on a permanent solution that is expected to begin in 2028. Until then, residents affected by the single-earner problem can apply to the municipality.
We calculate whether your net income (including rent and healthcare benefits) is less than the income you would have with Social assistance benefit benefits only. You can receive a fixed allowance for a possible shortfall over the years 2025, 2026 and 2027.

What if this allowance is not enough?

If this allowance is not enough to make up for the amount of missed benefits, you can also apply for additional special assistance.

Requirements

You may qualify for the allowance if you meet all of the following Requirements: 

  • You are married or living together and;
  • You are a tax and benefits partner and;
  • You receive rent and/or healthcare benefits and;
  • one of you both receives benefits from the UWV or a (private) insurer, while the other has no or little income and;
  • the person with little or no income was born after 1962 or does not receive a general tax credit from the Internal Revenue Service.

Term

The municipality decides within 8 weeks of receiving your application. The municipality may extend this period once.

Objection and appeal

You can object to the decision on your application within 6 weeks. Do you then disagree with the decision on the objection? Then file an appeal with the court.
