Heerlen municipal organization

The Municipal Executive manages the municipality on a daily basis. They implement the policies of the municipal council. The council makes decisions about those policies and monitors whether the Municipal Executive is implementing them properly. 

The organization of the municipality consists of:

  • Domain City, which deals with Space & Economy
  • Domain Society, which deals with Society & Residents
  • Operations domain, which deals with Organization & Resources
  • Administrative service

The administrative service works on behalf of the municipal secretary on overarching (political) themes from the municipal executive. There is a director for each domain. Together with the municipal secretary, the three directors form the management team.

Each domain consists of different teams, each with its own manager. These managers and the director together form the domain management.

City Domain

Economics

The economics department is responsible for issues relating to economics, culture, cultural heritage, education, the labor market, and sports. They work together with colleagues within and outside the domain, as well as with partners in the city, on the economic development of Heerlen.

Space

This department works on the following themes: mobility, urban development, sustainability, waste, green spaces, real estate, public spaces, sewerage, and water. It also draws up spatial plans such as zoning plans and structural visions.

Domain Society

Society

The Society department works on public order and safety, supervision, enforcement, and social safety. Within the municipality of Heerlen, we believe that safety has an important social component. That is why our colleagues here also work on social issues such as the Social Support Act (WMO), youth (Health), elderly policy, integration policy, and public health.

Residents

This section covers all tasks in which residents of the municipality have direct contact with the municipality. Here, we work to provide unambiguous and clear services for the residents of the municipality of Heerlen.

Administrative service

The administrative service is responsible for providing strategic advice at the political and administrative level. They are also responsible for program management. Some of the municipality's tasks are so large and complex that they are incorporated into a program. A program manager from the administrative service manages these programs.
