Performance agreements 2025: working together for a future-proof Heerlen

The municipality of Heerlen, housing corporations and tenants' organisations have jointly established the annual performance agreements for 2025. Together they are committed to realising sufficient suitable, affordable and sustainable housing in a liveable environment. These agreements tie in seamlessly with the multi-year and regional performance agreements and contribute to Heerlen's ambitions in the areas of housing, sustainability and Health . 

Alderman Living, Casper Gelderblom , emphasizes the strength of this collaboration: "The performance agreements for 2025 are an important step in realizing Heerlen's housing ambitions. We cannot do this alone and we must do it together. Through these joint efforts, we continue to work on a city where everyone feels at home, now and in the future. Together we are building a city where everyone can find an affordable, safe and sustainable home, with an eye for the Health - and living needs of all our residents."

Real estate and availability

Together with housing corporations, we ensure sufficient housing that meets the needs of various target groups. In addition to social housing, we are strongly committed to realizing mid-range rental housing. This is done through demolition, new construction, renovation and maintenance. These homes are built or adapted sustainably, safely and technically of high quality.

Affordability

Maintaining affordable housing remains a priority. We prevent unnecessary increases in housing costs and offer tenants support with payment problems, including through customized solutions and intensive cooperation between all parties involved. In addition, we focus on measures against (energy) poverty, such as insulating homes without rent increases.

Sustainability

In 2025, we will take further steps to make social housing more energy-efficient. All homes with an energy label E, F or G will be tackled more quickly, with the aim of having them completely disappear from Heerlen by 2028. In new construction, gas-free solutions such as All-electric or Zero-on-the-Meter will be chosen as standard. In addition, we will stimulate the use of solar panels and connections to heating networks. Residents will be actively involved and informed about sustainable living and energy use.

Living and Health

The growing need for housing with Health requires solutions that connect with various target groups. We work on homes and living environments that are suitable for the elderly, people with a need for care and vulnerable residents. In doing so, we take into account the carrying capacity of neighborhoods and stimulate equal opportunities.

Safety and liveability

Liveable and safe neighbourhoods remain an important spearhead. Investments in public facilities, neighbourhood initiatives and social support ensure self-reliance and more social cohesion. Vulnerable neighbourhoods receive extra attention through area-oriented approaches and cooperation with Health - and security authorities.
