Director of Social Safety Intervention Team

Who are you? 

  • You have WO working and thinking level and preferably completed an education such as: integral security, criminology or similar relevant education;
  • You have demonstrable work experience and knowledge within the field of public order, liveability, social safety and dealing with multi-problem issues with emphases on care and safety;
  • Because of your broad knowledge and work experience within the field, you are immediately employable and can work largely independently within your area of work;
  • You are stress resistant and able to cut corners when the situation calls for it;
  • You have an extensive network within these fields;
  • Analyzing, results-oriented work and action orientation are your strengths;
  • You are flexible (possibly evening hours and weekends) given the nature and intensity of the work;
  • You provide solicited and unsolicited advice at all levels; 
  • You are a key advisor to management and the mayor and in this you act politically sensitive;
  • Good communication and written skills are a must;
  • You are employed full-time. 

What will you do?

As Director you are the specialist in the field of social safety and livability, directing complex casuistry where public order and safety are at stake. You work repressively, but also proactively and preventively. You always have a specialism or task accent. You think and work integrally, taking into account the broader social context and you have political sensitivity. You involve relevant internal and external partners and advise management and the board on the use of administrative (emergency) powers. You coordinate interventions with partners and supervise the implementation of these measures. You work closely with partners such as police (neighborhood policemen), neighborhood police officers, RIEC, Public Prosecution Service, Safety House, social workers, Expertise Team, neighborhood managers of housing corporations and other involved parties.

Your team

You will work within the Social Safety and Neighborhood Direction team, which consists of the Intervention Team clusters, including the Social Safety and Neighborhood Direction project team. The team works broadly on themes around livability, safety, civic engagement, participation and social and physical quality in the neighborhoods of Heerlen. They are in contact with citizens, entrepreneurs and cooperation partners and encourage and facilitate them to contribute to the neighborhoods. Heerlen is investing in expanding this team in both quantity and quality. By September 2022, a robust Intervention Team is in place, Neighborhood Direction is now being expanded, and the social safety approach is being secured within the organization. The Social Safety and Neighborhood Direction team consists of over 55 employees.

What do you get in return? 

At the Municipality of Heerlen, we offer you an environment where you will have room to develop yourself and the organization. This is a structural position of 36 hours per week. The first employment contract will be for a fixed term.

The position is graded in the HR21 standard function Development Officer II in scale 11 with a gross monthly salary of a minimum of € 4,211 and a maximum of € 5,997 (depending on education and experience, for full-time employment). As of October 1, the gross salary is a minimum of €4,264 and a maximum of €6,072. It is possible to work 40 hours and be paid for 36. This allows you to build up 4 hours of additional time off each week (ADV).

Furthermore, you receive an individual choice budget (IKB). This is 17.05% of your salary. We also offer opportunities for training, flexible working hours and various vitality schemes, including our own sports incentive scheme and a flexible vitality budget in the form of a digital currency ( Vitknip ) that you can use in many places in Heerlen to increase your vitality.
