Who are you?

You are a specialist in terms of compliance with the Participation Act and in the field of lawfulness. The handling of fraud cases but also observations, hearings, investigations, reporting and recording. You are able to put yourself in someone else's shoes and know how the Participation Act and the deployment of chain partners can connect to this. You have adequate knowledge of the social security system and in particular enforcement within the Participation Act. You adapt the interventions, your behavior and communication to the resident concerned. Furthermore, you meet the following: 

  • You have a college degree in a relevant field of study; 
  • You have demonstrable knowledge of the Participation Act (hard requirement);
  • Work experience and current knowledge in the field of supervision and enforcement within the Participation Act is a plus;
  • You are bold and decisive and can put yourself in another person's shoes; 
  • You are customer-oriented, can communicate well verbally and in writing and make issues negotiable; 
  • You enjoy working as part of a team and stand firm in your shoes.

What will you do?

As an enforcer, you conduct investigations into the lawful provision of benefits based on applications and signals. You do this by means of, for example, file research, home visits, observations and interviews. You work closely with colleagues. The focus is on the prevention of (further) abuse / improper use of assistance and support of employees responsible for the legality of benefits. You will deploy enforcement instruments if necessary.

Your team

At team Inkomen, consultants work every day, within laws and regulations, to provide the best solutions for the residents of Heerlen. Team Inkomen consists of four components: North, South, Gate and Social Investigation. The Gate section is responsible for handling welfare applications. Teams North and South deal with the income management of welfare beneficiaries. Since July 1, 2023, the Social Investigation team falls under Team Income. The Social Investigation team is still developing. We are looking for a new colleague who wants to work as an enforcer within the Participation Act and can fulfill both the role of social investigator and fraud prevention officer.

What do you get in return? 

At the Municipality of Heerlen, we offer you an environment where you will have room to develop yourself and the organization. We offer an interesting position for 36 hours per week. The first employment contract will be for a fixed term. 

The position is classified in HR21 as employee enforcement I and scaled in scale 9 with a gross monthly salary of minimum € 3,317 and maximum € 4,752 (depending on education and experience, for full-time employment). It is possible to work more hours (max. 10% of your working hours) and then you will accrue weekly ADV hours.

Furthermore, you receive an individual choice budget (IKB). This is 17.05% of your salary.
