Permit to use premises as a residence
You need an environmental permit if you want to use a building as a home. You apply for the permit through the Environment Desk.

Did you report or apply for a permit in 2023? If so, different rules may apply to you.
Approach
This is how you apply for an environmental permit:
- Go to the Environment Counter.
- Do the permit check. You can then apply for the permit right away.
- Log in:
- for yourself: with DigiD
- For a company: with eRecognition
- You pass on:
- the details of the building
- how you want to use the property

Description
You may not simply use a building that is not a home as a residence. For example, an office building or store. You need an environmental permit for this first.
Terms
The main conditions are:
- the building meets the minimum requirements that apply to housing. These requirements are found in the Building Code.
- depending on the location, the municipality may have specific requirements.
Term
The municipality decides within 8 weeks of receiving your application. The municipality may extend this deadline once.
Objection and appeal
You can object to the decision on your application. Do this within 6 weeks. Do you then disagree with the decision on the objection? Then file an appeal with the court.
