Sale of municipal buildings and land
The municipality regularly sells real estate such as houses, buildings, or social facilities. However, it may also involve undeveloped plots of land, commercial plots, or residual strips. These sales are announced publicly.
If a municipality wishes to sell real estate, it must act transparently and publish this online in advance. This allows interested parties to express their interest and compete for the property. Publication is necessary if multiple candidates are expected to apply. The buyer must be selected by the municipality on the basis of pre-established criteria.

No public sale to one party
If it is expected that only one particular party will be eligible, the above is not necessary. These are known as 1:1 sales. However, the sale must then be published with reasons. This method of sale was determined in a ruling by the Supreme Court on November 26, 2021; the so-called Didam ruling.
