Apply for refugee passport or alien passport

Refugees and foreigners who are allowed to live in the Netherlands can sometimes get a special passport. Apply for the passport in person at the municipality in which you live.

This passport allows you to travel abroad. The passport is valid in all countries except your country of origin. No appointment is required for pickup. We also deliver travel documents to your home or place of work Monday through Saturday between 8 a.m. and 10 p.m.

Approach

This is how you apply for a refugee or alien passport:

  • You come to the congregation.
  • You bring:
    • your valid residence permit
    • all your travel documents, even if they have expired
    • 1 color passport photo taken according to the rules
    • possibly: your expired refugee or alien passport
  • You pay for the passport at the time of application. Please pay by pin.

The municipality may forward your application for a refugee or alien passport to the Ministry of Foreign Affairs. The municipality will then ask you for additional documents. The Minister of Foreign Affairs then evaluates your application.

Are you applying for a passport for a child under 18? Then come to the municipality with the child. In addition to the above, please bring:

  • your own proof of identity
  • written consent from both parents or guardians

Has your passport been lost or stolen? Go to the municipality to apply for a new travel document. You do not have to report it to the police.

Before applying, make an appointment at the municipality. Are you coming to pick up the passport? If so, no appointment is necessary. You must pick up the passport in person. Bring the receipt with you. This is your pickup receipt. Bring old travel documents to turn in.

Rates 2024

  • € 63.40 for the passport
  • € 57.05 extra for an urgent application. An urgent application is only possible for a refugee passport (residence type 3,4 or 5)

Description

You use a passport to identify yourself. That means you prove who you are. A passport also allows you to travel abroad.

Are you in the Netherlands as a refugee? Then you may be able to get a refugee passport.

Are you not a refugee? And do you live in the Netherlands, but do not have Dutch nationality? And you cannot get a passport from your own country? Then you may be able to get a foreigner's passport.

A refugee passport and a foreigner's passport are valid in all countries except the country you come from. You also need a visa for some countries. A visa is an official permission from a country to enter that country.

Children need their own passports. Children 14 and older must be able to identify themselves in the Netherlands.

A refugee or alien passport is valid for up to 5 years. This depends on the length of your residence permit.

Terms

The requirements for a refugee passport are:

  • You have refugee status for a definite or indefinite period of time (type III or IV).
  • You do not have the Dutch nationality.
  • You are registered in the Basic Registration of Persons (BRP) of the municipality where you are applying for the refugee passport.

Don't have refugee status? Then apply for an alien passport.

The requirements for an alien passport are:

  • You have a valid type I or II residence permit.
  • Your own country does not give you a passport.
  • You are registered in the Basic Registration of Persons (BRP) of the municipality where you are applying for the alien passport.

Term

Has the municipality forwarded your application to the Ministry of Foreign Affairs? Then it may take a few months before you can pick up your passport. A rush procedure is not possible.

Does the municipality not forward your application to the Ministry of Foreign Affairs? Then you can collect the passport from the municipality after 6 working days.

Does 6 working days take too long? Then apply for a travel document through the urgent procedure. If you request the travel document before 3 p.m., it will be ready after 2 working days at the latest. You will then pay a surcharge.

Has your travel document been lost? Then an emergency procedure is not always possible. Check with the municipality.
