Quality Assurance Act (Wkb).

You need to hire someone for construction supervision, a quality assurance contractor, in some cases. And you must report this to the municipality. This is called a Notification of Quality Assurance Act (construction notification). This goes through the Environment Desk. Do the building notification at least 4 weeks before the start of the work. 

Currently, only new construction of simple structures, such as single-family homes and smaller commercial buildings, requires a building permit. Health then ensure that you hire the quality assurance officer on time. He will first assess the building plan. And then you can make the notification. Providers of quality assurance can be found on the website of the Ministry. 

Construction notification

You can do the notification yourself, but someone else may also do it for you. For example, the quality assurance officer. With the building notification, you send the following information along:

  • quality assurance name
  • What tool the quality assurance company uses. This is the quality assurance officer's method, which includes how the quality assurance officer works. It also says how he keeps in touch with you and what you can do if you disagree with the quality assurance officer.
  • a risk assessment.
  • an assurance plan. This states, for example, who inspects the structure and when.

If new risks arise during construction, the municipality may request additional information.

Special local conditions

The independent quality assurance officer ensures that your plan meets the building regulations (such as safety and health) from the Building Works Decree. In doing so, he also looks at local risks. For Heerlen, these are:

Please note that the quality assurance officer does not check all building regulations. Matters such as archeology, soil contamination, water safety, the environment, building and demolition safety and the rules from the environmental plan fall outside his task. However, these issues are important to you and the contractor. You must therefore take them into account during construction.
