Quality Assurance Act (Wkb)

In some cases, you will need to hire someone to supervise the construction work, a quality assurance officer. You must report this to the municipality. This is called a Quality Assurance Act Notification (construction notification). This is done via the Omgevingsloket (Environment Desk). Submit the construction notification at least 4 weeks before the start of the work. 

Currently, only new construction of simple structures, such as single-family homes and smaller commercial buildings, requires a building permit. Health you hire a quality assurance assessor in good time. They will first assess the building plan. You can then submit your application. You can find quality assurance providers on the ministry's website . 

Building notification

You can submit the notification yourself, but someone else may also do this for you. For example, the quality assurance officer. When submitting the construction notification, please include the following information:

  • name of quality assurance officer
  • which instrument the quality assurance officer uses. This is the quality assurance officer's method, which includes how the quality assurance officer works. It also states how he will keep in touch with you and what you can do if you disagree with the quality assurance officer.
  • a risk assessment.
  • a warranty plan. This specifies, for example, who will inspect the structure and when.

If new risks arise during construction, the municipality may request additional information.

Special local circumstances

The independent quality assurance officer ensures that your plan complies with the technical building regulations (such as safety and health) set out in the Building Environment Decree. He also takes local risks into account. For Heerlen, these are:

Please note: the quality assurance inspector does not check all building regulations. Issues such as archaeology, soil contamination, water safety, the environment, construction and demolition safety, and the regulations set out in the Environmental Plan fall outside the scope of their duties. However, these topics are important for you and the contractor. You must therefore take them into account yourself when building.
