Gravestone or memorial placement
You do not need a permit to place a memorial at a grave, such as a headstone, plaque or grave garden. However, the memorial must meet a few conditions.
Approach
Usually, the stonemason or funeral director applies for the permit from the cemetery owner.

- You make your application to the municipality
- You provide the following information:
- your name and address
- the grave number
- What the memorial looks like (e.g., size, material and text)

At the grave of a deceased person, you may place a memorial, such as a headstone, plaque or grave garden. You do not need a permit for this, but the memorial must meet a number of conditions.
In Heerlen, you can also have a memorial plaque placed at the urn wall.
Terms
The conditions for placing a headstone are:
- You place the keepsake within the space of the grave.
- You follow the rules of the cemetery.
- Issuance of the grave has been assigned and you have paid for it.
- You remain the applicant and therefore responsible for your application and payment.
- When paying, always include the correct payment reference.
