Providing child care

Do you want to start a child care center? Submit an application to the municipality. The municipality will arrange for registration in the National Childcare Register. The GGD checks whether you meet the quality requirements.

Always check if the zoning plan allows you to use your home or property as a daycare, out-of-school care or guest parent care. A preliminary consultation may be required.

Approach

Complete the application form registration as:

  • You want to register a new holder in the national register or
  • you as the holder want to register a new child care location.

Child care is not approved without this registration. Parents of the children you care for will then not receive child care benefits. Registration lets parents know that the childcare meets the quality requirements.

Do you have a daycare center and want to offer preschool education as well? Please indicate this with your application. There are stricter quality requirements for preschool education.

Does something change in your information? You must notify the municipality. Use the appropriate change form.

Description

Entrepreneurs who want to provide child care must apply to the municipality. The municipality will arrange for your registration in the National Register of Childcare (LRK).

You must apply to start the following business:

  • extracurricular care
  • host parent agency
  • nursery
  • guest parenting in your home
  • host parent care at the requesting parent's home

Child care must meet several quality requirements. The GGD assesses whether you meet these requirements. If your assessment is positive, the municipality will register you. You will be notified of this.
Do you have guest parents working for you? The guest parents must also be registered in the LRK. This is taken care of by the guest parent agency.

You must also register in the childcare persons register. This applies to anyone who lives or works at a place where children are cared for. You can read more information on the DUO website.

The municipality is responsible for monitoring and enforcing the quality of child care. The GGD conducts inspections at child care centers and reports to the municipality. 

Requirements

The GGD checks whether the child care meets the quality requirements. Among other things, the inspector looks at:

  • health and safety
  • a reporting code for domestic violence and child abuse
  • the training of your staff
  • the use of interns
  • the number of staff (professionals) in relation to the number of children
  • the group size
  • the pedagogical policy and practice
  • the spaces where the children stay

You publish the inspection reports on your website. Don't have a website? Put the reports in an accessible place so they can be viewed. The reports also appear in the National Register of Child Care (LRK).

The property must also meet building and fire safety requirements. 

Term

The municipality has 10 weeks to register the child care. During this period, the GGD checks the data and circumstances. The municipality may extend this period once. The municipality will let the applicant know.

Objection and appeal

You can object to the decision on your application. Do this within 6 weeks. Do you then disagree with the decision on the objection? Then file an appeal with the court.
