Organizing a small game of chance

Participants can win prizes in a small game of chance. These prizes remain below a certain amount. You must report a small game of chance to the municipality.

Approach

How to report a small gambling activity:

  • You must register the meeting with the municipality. Do this at least two weeks in advance.
  • In your report, please indicate:
    • what kind of game of chance it is
    • what you will do with the proceeds
    • how many participants you expect
    • how high the prize money is
    • what the monetary value per prize is
    • the date, time, and location of the activity

If your association or foundation is organizing a game of chance for the first time, please attach the articles of association to your notification.

Costs

Rate for 2025:

€20.15 for making the report.

Rate 2026

€20.65 for filing the report.


Please note: If you do not enter the organization's Chamber of Commerce number on the form, we will charge the costs to the applicant personally.

Description

In a game of chance, participants gamble in order to win something. The prizes remain below a set amount. Examples of small games of chance are bingo and wheel of fortune.

Requirements

The Requirements organizing a small game of chance include:

  • An association organizes the game of chance.
  • This association has been in existence for at least 3 years.
  • The purpose of this association is not to organize gambling activities.
  • During the game of chance, the prize package is capped at €400 per round and €1,550 per meeting.
  • At most, one game of chance may take place at one address at a time.

Are you not following the rules? Then the municipality can ban the gathering or shut down a game.
