Waiver to enter pedestrian zone
The center of Heerlen is largely pedestrianized. Every day the pedestrian area is open to everyone between 7:30 and 12:00. For entry outside these times you need an exemption. You can then reach your premises or home by car as a business owner or downtown resident. Apply for an exemption at municipality.
Approach
- Go to the Parking Counter of the municipality.
- Log in with DigiD.
- Follow the steps. .
Only one license plate can be active at a time. The license plate that was active before will not work from the moment you enter another one. You can enter up to 3 different license plates on each exemption.

€18.50 for an exemption for entering the city center
Description
We use a camera system to check whether people are allowed to enter the downtown area. The cameras scan the license plate of a passing vehicle and see if it has an exemption to enter the city center. All license plates with an exemption (including motorcycles, mopeds and scooters) are listed in a database. Drivers of vehicles listed in that database can drive through. If a camera 'sees' a license plate that has not been recorded, the owner will be fined.
Warning
You will be fined immediately the first time you enter without a waiver.

Temporarily different license plate
Do you want a different license plate on your waiver for a short time, such as because you have a loaner car? Then add a temporary license plate. You can do this in the online parking counter via the button 'Change'. The temporary license plate will be activated on your permit for one week. After that, we will automatically reset the original license plate to active. Do you need the temporary license plate for longer than one week? Then add it again. Are you using a different license plate for less than one week? Then you must reset the exemption to the original license plate yourself.
Please note! You may add a temporary license plate five times per calendar year.
Cease exemption
Are you moving and therefore want to stop your dispensation? You can also arrange this through the online parking counter.

Evidence for residents:
- Lease car: Lease contract and registration certificate
- Company car: Employer's statement and registration certificate
- Private car in use for business: Employer's statement and registration certificate
- Vehicle is in the name of partner or parent living at the same address: Registration certificate
- The vehicle has a foreign license plate: registration certificate
- The car will soon be in your name: Lease or purchase contract
- None of the above: You cannot apply for a permit.
Evidence for businesses:
- Car in the name of the company: registration certificate and an extract from the Chamber of Commerce
- Lease car: Lease contract and an extract from the Chamber of Commerce
- Employee's own car: registration certificate and an employer's statement
- The vehicle has a foreign license plate: Registration certificate
- If the waiver is requested to perform work then attach a work order
In cases of abuse or fraud, municipality Heerlen may revoke the parking permit.

Term
We review the application for the waiver first. This takes a maximum of 5 working days. Do we approve the application? Then you will receive an e-mail and you can pay in the online parking counter via iDEAL. From that moment on the exemption is active.
