Passport or identity card for Dutch nationals living abroad

You can apply for your Dutch passport and/or identity card at a border municipality if you live abroad. Heerlen is one of these border municipalities. In order to be able to help you properly, you need to fill in the checklist on Netherlandsworldwide . If you are applying for a passport or identity card for more than one person, please complete the checklist for each document separately.

Approach

Complete the pdf form and send it to grensgemeente@heerlen.nl. When doing so, keep the checklist and scanned documents handy. After checking, a staff member will contact you to schedule an appointment.

From the age of 12, children may apply for an identity card without a parent's permission. For children under 18, there are 2 options:

  • A parent or guardian accompanies you to the municipality for the application. The parent or guardian must be able to provide identification. The other parent or guardian must give written consent. 
  • If a parent or guardian is not coming with you to municipality? Then both parents or guardians must give written permission. Please bring the written consent and IDs of the parents or guardians.

Is your passport missing or stolen? Then contact us to request a new travel document. You do not have to report it to the police.

Description

If you are Dutch and live abroad, you can apply for a passport or identity card at a border municipality. This is now also possible at the municipality of Heerlen. 

Children need their own passport or identity card to travel abroad. Children 14 and older must be able to identify themselves in the Netherlands.

If you are 18 or older, your passport or identity card is valid for 10 years. For anyone under 18, a passport or identity card is valid for 5 years.

Terms

The conditions for applying for a Dutch travel document if you live abroad are:

  • You have the Dutch nationality.
  • You are not (or no longer) registered in the Basic Registration of Persons (BRP) as a resident of the Netherlands.

Term

You can pick up your passport or identity card in person at the municipality after 3 working days. You do this within 3 months. For current waiting times, check the NetherlandsWorldwide website.
