Apply for a passport or identity card

Do you live in Heerlen and need a new passport or Dutch identity card? Make an appointment online to apply for your passport or identity card. You must be present at the appointment. After six working days, you can collect your travel document without an appointment. 

Approach

On the day of your appointment, please bring:

  • All your travel documents, even if they have expired.
  • 1 color passport photo that is no older than 6 months and has been taken in accordance with the rules

Travel document authorization for children

Children need permission from their parents or guardian:

  • Up to 12 years for an identity card.
  • Up to 18 years of age with a passport.

Permission can be granted by:

  • A parent or guardian must accompany the child to the municipality to submit the application. The parent or guardian must be able to provide proof of identity. The other parent or guardian must give written consent. You will also need his or her proof of identity.
  • Are you not bringing a parent or guardian to the municipality? Then both parents or guardians must give their permission in advance. You can easilygive your permission online. Would you prefer to do this in writing? Then we will send or email you the written declaration of consent upon request. Bring the completed declaration of consent and the identity documents of the parents or guardians with you to the appointment. 

Costs

Rates for 2025

The costs for a Dutch passport are:

  • for persons under 18 years of age: €65.70
  • for persons aged 18 and over: €86.85

The costs for a Dutch identity card are:

  • for persons under 18 years of age: €42.35
  • for persons aged 18 and over: €78.50

Do you need to apply for a passport or identity card urgently? Then you will pay an additional €59.10.

Would you like your new passport or identity card to be delivered? This will cost you €6.15.

Rates for 2026

The costs for a Dutch passport are:

  • for persons under 18 years of age: €67.05
  • for persons aged 18 and over: €88.65

The costs for a Dutch identity card are:

  • for persons under 18 years of age: €43.20
  • for persons aged 18 and over: €80.10

Do you need to apply for a passport or identity card urgently? Then you will pay an additional €60.30.

Description

You use a passport or identity card to prove your identity. You must do this if you want to travel abroad or if you go to the doctor or hospital. 

From what age?

Everyone aged 14 and over must carry a passport or identity card. Children under the age of 14 also need a passport or identity card when traveling abroad.
If you go to the hospital or doctor, you must also have your own passport or identity card. This also applies to children. The age of the child does not matter.
Are you traveling abroad alone with your child? For example, because you have sole parental authority, or because the other parent is not traveling with you? Then you will need an additional document.

Travel

You can travel to other countries with a passport or identity card. With an identity card, you can visit most European countries. With a passport, you can visit all countries. For some countries, you will also need a visa. More information about traveling abroad can be found on the Rijksoverheid website.

Validity

If you are 18 years of age or older, your passport or identity card is valid for 10 years. For anyone under the age of 18, a passport or identity card is valid for 5 years.

Requirements

Anyone with Dutch nationality can apply for a Dutch passport and a Dutch identity card.

Are you a citizen of another country? If so, please contact your country's embassy or consulate.

Second passport or business passport

Do you often travel abroad? Then you can apply for a business passport or second Dutch passport. Apply for the travel document in person.

For a second passport, you must also bring one of the following letters:

  • A letter explaining that you need to travel to countries that are in conflict with each other. Include supporting documents with the letter, such as booking confirmations for your flights.

A letter explaining that you travel frequently while your passport is at an embassy for a visa application. Include supporting documents, such as booking confirmations for your flights. Also include proof from the embassy stating that your passport is there for a visa application.
 

The Requirements a business passport are:

  • You have Dutch nationality.

The Requirements a second Dutch passport are:

  • Your first Dutch passport is valid for at least another 6 months.
  • You are traveling:
    • to countries that are in conflict with each other
    • to a country when you already have stamps in your passport from a conflicting country
    • often while your passport is at an embassy for visa application purposes
    • to a country where you cannot travel with a Dutch identity card. Are you traveling to countries where a Dutch identity card is sufficient? If so, apply for an identity card in addition to your passport.
  • You do not apply for a second passport for a one-time visit. In that case, you can apply for an emergency passport from the Royal Netherlands Marechaussee.
  • Do you live outside the Netherlands? Then you can apply for a second passport at a Dutch embassy or consulate. Or at a border municipality where this is possible.

Refugee passport or alien passport

Refugees and foreign nationals who are permitted to reside in the Netherlands may sometimes obtain a special passport. You must apply for this passport in person. This passport allows you to travel abroad. The passport is valid in all countries except your country of origin.

The Requirements a refugee passport are:

  • You have refugee status for a definite or indefinite period (type III or IV).
  • You do not have Dutch nationality.
  • You are registered in the Personal Records Database (BRP) of the municipality where you are applying for the refugee passport.

If you do not have refugee status, apply for an alien passport.

The Requirements a foreign passport are:

  • You have a valid type I or II residence permit.
  • Your own country won't give you a passport.
  • You are registered in the Personal Records Database (BRP) of the municipality where you are applying for the alien passport. 

Term

After 6 working days, you can collect your passport or identity card from the municipality. 

Urgent

The delivery time of 6 working days may take longer in the event of loss or theft. Is 6 days too long? Then you can request an urgent replacement. You do not need to make an appointment. You will usually receive your passport within 2 working days. 

  • If you apply for the travel document before 2 p.m., you can collect it the next working day after 1 p.m.
  • If you apply for the travel document after 2 p.m., you will receive your travel document within 2 working days.

Is your travel document missing? In that case, an urgent procedure is not always possible. Please inquire about this at the municipality. 

Emergency passport
