Permit or notification of fire-safe use of buildings

A building must be fireproof. For some buildings, you must report that you are going to use it. You do the notification through the Omgevingsloket.

If you applied before Jan. 1, 2024, different rules apply to you.

Approach

Through the omgevingsloket online you can check whether you need to make a notification or apply for a permit. A notification must be made four weeks before you put the building into use. 

How to file a report: 

  • Go to the Environment Counter. 
  • Do the permit check. You will see if you need to make a notification
  • Log in.

Description

There are national guidelines for the fire-safe use of buildings. Do you want to start using a building? For some buildings, you must give advance notice. Sometimes the municipality may change the rules for this.

Terms

For residential construction, you do not need to file a notification.

You make a notification if, under normal use, more than a certain number of people are present in a building: 

  • Education:
    • elementary schools: 10 people
    • high schools, vocational education, universities: 50 people
    • other types of educational institutions:
      • voor kinderen < 12 jaar: 10 personen
      • for persons > 12 years: 50 persons
  • Childcare: 10 people
  • Care:
    • hospitals: 10 people
    • institutions for persons with physical or mental disabilities: 10 persons
    • Other types of care facilities: 50 people
  • Commercial buildings:
    • store: 50 people
    • garages: 50 people
    • bus stations, train stations, terminals: 50 people
    • offices: 150 people
    • factories: 150 people
  • Hotels, boarding houses, youth hostels, bed and breakfast: 10 people
  • Stadiums and sports halls: 50 people
  • Prisons and other cell complexes: 10 people
  • Other building types: 50 people

Term

You must file a notification at least 4 weeks before occupying a building.

Objection and appeal

A notification is not subject to objection and appeal.
