Housing permit for tenants

Would you like to rent a home in Heerlen? Then you will usually need a housing permit. In some neighborhoods, you only need a permit if you rent from a private landlord. In other neighborhoods, you always need one. These are the neighborhoods where the Parkstad Act (Wbmgp) applies. The municipality of Heerlen wants to improve its neighborhoods. We want a diverse population to live in these neighborhoods. This will create open and diverse neighborhoods with great opportunities. The Parkstad Act helps us achieve this. We carefully consider who is eligible for housing there. People looking for housing can only rent a home with a housing permit.

Are you renting in another part of Heerlen? Then the housing permit costs €50.

Description

In Heerlen, we have two types of housing permits:

1. Housing permit for areas where the Parkstad Act applies
2. Regular housing permit for other areas

1. Housing permit for an area where the Parkstad Act applies

Are you renting in a street or neighborhood where the Parkstad Act applies? Then you must apply for a housing permit if you are 16 years of age or older. This applies to homes owned by housing associations and private landlords.

Housing declaration

If you do not yet have a rental property but would like to demonstrate that you are eligible for a housing permit, you can request a housing statement.
The housing statement is a provisional assessment and is valid for six months. You can provide the statement to your landlord to demonstrate that you are eligible for a housing permit, provided your circumstances remain unchanged.

2. Housing permit for other areas in Heerlen

In the other districts of Heerlen, you will need a housing permit if:

- You are 18 years of age or older
- The basic rent is a maximum of €764.14

Do you work as a teacher, nurse, or police officer in Heerlen? Then you may be eligible for priority.

You do not need a permit in other areas such as:

  • you are renting from a housing association
  • you are a student
  • you will be living in a mobile home or on a mobile home site
  • You will be living in a property that is being temporarily rented out under the Vacancy Law.
  • you are going to live in company housing

Requirements

  • You have been registered for 6 years or more in one or more of the Parkstad municipalities (Heerlen, Kerkrade, Landgraaf, Brunssum, Simpelveld, Voerendaal, or Beekdaelen), or you have income from employment, a pension, or student finance;
  • A police screening has revealed that there are no indications that your arrival will lead to additional nuisance or crime in the street or neighborhood.

Condition for permit for other area

  • You (or an adult member of your household) must have a social or economic connection with Heerlen. For example, because you work in Heerlen, go to school there, or have another long-term relationship with the municipality.

 

Term

We aim to issue the permit within seven business days. Occasionally, due to high demand, this may take longer.

The municipality will decide within 8 weeks of receiving your application. The municipality may extend this period once by 6 weeks.

Objections and appeals

You can object to the municipality's decision. Do this within 6 weeks. If you still disagree with the municipality's decision on your objection, you can appeal to the court.

Neighborhoods and streets where the Parkstad Act applies

Stricter Requirements apply in part of Heerlen. This is due to the Special Measures for Metropolitan Problems Act (Wbmgp). In our region, we refer to this act as the Parkstad Act. This act specifies who can rent a home in which area. As a house hunter, you will always need a housing permit to rent a home here. The Map where the measure applies.
