In areas with paid parking, a blue zone is sometimes established. In this zone you use a parking disc. You can recognize the zone by the blue lines and extra traffic signs. You will find blue zones in the districts Schaesbergerveld, Welten, Aarveld and Bekkerveld. 

In a blue zone, you may only park for short periods. Do you want to park longer? Then apply for an exemption.

  • Want to change the license plate number on a parking permit

Description

You can only apply for a parking permit for the address where you are registered. If you move to an address in the blue zone, you will not receive the dispensation until you are registered at that address.
A parking dispensation can have a maximum of 2 license plates. The permit is valid indefinitely. Always report a change of license plate to municipality using the online form.
Note: each parked vehicle needs its own dispensation!

Terms

You will receive a parking waiver only if:

  • your address is within a blue zone in the districts of Schaesbergerveld, Aarveld, Bekkerveld or Welten
  • you or the company is registered at the address for which you are requesting the parking waiver

Evidence for residents:

  • Lease car: Lease contract and registration certificate
  • Company car: Employer's statement and registration certificate
  • Private car in use for business: Employer's statement and registration certificate
  • Vehicle is in the name of partner or parent living at the same address: Registration certificate
  • The vehicle has a foreign license plate: registration certificate
  • The car will soon be in your name: Lease or purchase contract
  • None of the above: You cannot apply for a permit.

Evidence for businesses: 

  • Car in the name of the company: registration certificate and an extract from the Chamber of Commerce
  • Lease car: Lease contract and an extract from the Chamber of Commerce
  • Employee's own car: registration certificate and an employer's statement
  • The vehicle has a foreign license plate: Registration certificate

In cases of abuse or fraud, municipality Heerlen may revoke the parking permit.

Term

The municipality decides on your application within 8 weeks. Is that not possible? Then the municipality may extend this period 1 time.

Objection and appeal

If you disagree with the decision of municipality, you can file an objection. With this you let the municipality know why you disagree with the decision. Do so within 6 weeks. The municipality will then take another look at your application and make a new decision.

If you still do not agree with the decision of the municipality? Then you can ask the court if the municipality made a good decision. This is called "appeal.
