In areas where paid parking applies, a blue zone is sometimes established. In this zone, you must use a parking disc. Only short-term parking is permitted in a blue zone. Apply for an exemption if you live or do business in such an area. Blue zones can be found in the Schaesbergerveld, Welten, Aarveld, and Bekkerveld neighborhoods.

Each application or change to an exemption costs €33.50.

Description

You can only apply for a parking permit for the address where you are registered. If you move to an address that is located in the blue zone, you will only receive the permit once you are registered at that address.
A parking permit can contain a maximum of two license plate numbers. The permit is valid indefinitely. Always notify the municipality of any change in license plate number. You can do this using the online form.
Please note: each parked vehicle requires its own permit!

Requirements

You will only receive a parking permit if:

  • Your address is located within a blue zone in the Schaesbergerveld, Aarveld, Bekkerveld, or Welten neighborhoods.
  • You or the company are registered at the address for which you are applying for the parking permit.

Supporting documents for residents:

  • Lease car:Lease agreementand vehicle registration certificate
  • Company car:Employer's statement and vehicle registration certificate
  • Private car used for business purposes:Employer's statement and vehicle registration certificate
  • Vehicle registered in the name of a partner or parent living at the same address:Vehicle registration certificate
  • The vehicle has a foreign license plate:registration certificate
  • The car will soon be registered in your name:Lease agreement or purchase agreement
  • None of the above: Youcannot apply for a permit.

Supporting documents for companies: 

  • Car registered in the company's name: Vehicle registration certificate and an extract from the Chamber of Commerce register 
  • Lease car: Lease agreementand an extract from the Chamber of Commerce register 
  • Employee's own car: Vehicle registration certificateand employer's statement 
  • The vehicle has a foreign license plate: Vehicle registration certificate

In the event of misuse or fraud, the municipality of Heerlen may revoke the parking permit.

Term

The municipality will decide on your application within eight weeks. If this is not possible, the municipality may extend this period once.

Objections and appeals

Do you disagree with the municipality's decision? Then you can lodge an objection. This allows you to let the municipality know why you disagree with the decision. You must do this within six weeks. The municipality will then review your application and make a new decision.

If you still disagree with the municipality's decision, you can ask the court to review whether the municipality made the right decision. This is called 'appealing'.
