Welfare advice for building and remodeling

Are you going to build or remodel? Then your building must fit into its surroundings. That is why the building standards committee assesses whether your plans meet the standards for building standards.

Approach

This is how you get a building or remodeling advice on your building or remodeling plans:

  • Check if your building plans meet the building standards in the environmental plan. Do your plans not meet the building standards? You have 2 options:
    • you adjust your plans
    • you clearly state in your permit application why your building plans deviate from the requirements of the building regulations
  • If necessary, contact the municipality to discuss your plans. Do this well before you apply for the permit. That way your application will have a better chance of success.
  • Apply for the environmental permit.
  • The standards committee evaluates your plans. You do not need to request a recommendation.

Description

You do not have to request a separate recommendation on the building regulations. After you have applied for an environmental permit to build or renovate, the standards committee will assess whether your plans meet the standards. Neighborhood standards are conditions about how your building should look. For example, whether a conservatory or dormer fits in with the surroundings. The building regulations can be found in the environmental plan.

The result of the assessment is written by the committee in the building regulations recommendation. The building standards recommendation will be added to your application for an environmental permit.

In Heerlen, the standards committee is called the "Spatial Quality Committee.

You cannot come to the consultation hour if you have already submitted an application for an environmental permit.  

Terms

Your building plans must meet the building code requirements as:

  • the structure is located in an area subject to building code requirements
  • it is not a temporary building (unless it is a seasonal building)

Objection and appeal

You cannot object to a recommendation by the building standards committee.

If your application for an environmental permit is rejected because of a negative aesthetics recommendation, you can object. Do so within 6 weeks of the date on the rejection.

Do you disagree with the ruling on the appeal? Then file an appeal with the court.

However, you can object to the denied environmental permit.
