Placing billboards for event/election

In the municipality of Heerlen, advertising signs are attached to light poles. These are also called city displays. On these signs, organizers announce their events or political parties announce elections. Heerlen has 200 places where these signs are located. 

In Heerlen, you are not allowed to place an advertising sign on a light pole yourself. You can have this done by Hoffman Outdoor Media. This company has the permits from the municipality of Heerlen. 

Cost

You pay for the placement of the billboards directly to Hoffman Outdoor Media.

Description

The spots are chosen so that there are no traffic safety problems. It is no longer allowed in Heerlen to place your own triangle signs.
You can also have temporary election signs placed on light poles for political parties. There is no limit to the number of signs.

Requirements

Requirements election signs (display triangle signs) on light poles are:

  • The use of the signs must not cause disturbance to public order or traffic safety.
  • The signs may only be used to advertise the City Council election.
  • Unless signs are placed on the ground, they must be attached to light poles at a minimum height of 2.20 meters.
  • Signs must not protrude above the roadway (including bike lane).
  • Ground-mounted signs must be placed so that they cannot be moved toward the roadway or bike path.
  • Pedestrian traffic must always have a passage of at least 1.50 meters.
  • No signs shall be permitted on light poles that already have another temporary or permanent billboard, illuminated advertising, traffic sign, street sign, signage, or other signage intended for road users.
  • No signs shall be permitted on light poles within 50 meters of an intersection or junction of roads, on center conductors, median berms and on verges, separating lanes between roadway and bicycle path, on highways, and on- and off-ramps of highways.
  • No signs are allowed on light poles if there is a traffic control installation at an intersection or junction of roads. The distance must then be 75 meters.
  • The municipality is not responsible for damage caused by the placement/attachment of the signs.
  • No ladders should be placed against the light poles or light poles damaged for fastening the signs.
  • The shape of the signs and the suspension construction shall not cause danger or damage to persons or property.
  • The fastening material should be strong enough and of stainless material.
  • The construction of the signs must withstand more than normal wind loads.
  • Signs may be on aluminum and steel light poles up to six meters light pole height maximum: 70 x 70 cm.
  • The signs may be on aluminum light poles from eight meters light point height up to: 70 cm. wide and 105 cm. high.
  • Signs may be on steel light poles from eight meters of light post height up to: 125 x 125 cm.
  • Signs may be placed 2 weeks before the election date and must be gone by 6 p.m. on the day after the election.
