How to request the allocation letter for a Starter Loan: 

Description

You are considered a first-time buyer if you are purchasing a home for the first time. As a first-time buyer, the purchase price of your home may exceed the maximum amount you can borrow from the bank. In that case, you can borrow money in addition to your mortgage. This will cover the difference between your maximum mortgage amount and the purchase price. More information can be found in theHeerlen First-Time Buyer Loan Regulation.

The interest rate for the Starter Loan is fixed for 15 years. You pay no interest or repayments for the first 3 years.  

Requirements

Requirements a starter loan from SVn:

  • It is your first home purchase.
  • You have a preliminary purchase agreement for this property.
  • The scheme is for people who are going to buy a home in Heerlen.
  • The maximum starter loan amount is €40,000.
  • The property will cost a maximum of €280,000, including improvement costs (existing construction) or additional costs (new construction) in 2025 and €345,000 in 2026. 

Objections and appeals

Do you disagree with the municipality's decision? Then you can lodge an objection. This allows you to let the municipality know why you disagree with the decision. You must do this within six weeks. The municipality will then review your application and make a new decision.

If you still disagree with the municipality's decision, you can ask the court to review whether the municipality made the right decision. This is called 'appealing'.
