Description

You are a starter if you want to buy a home for the first time. As a starter, the purchase price of your home may be higher than the maximum amount you can borrow from the bank. You can then borrow money in addition to your mortgage. This way you can make up the difference between your maximum mortgage amount and the purchase price. For the Starter Loan, the interest rate is fixed for 15 years. You pay no interest and repayment for the first 3 years.  

Requirements

Requirements for a starter loan from the SVn:

  • It is your first home for sale.
  • You have a preliminary sales contract for this property.
  • The scheme is for people who will buy a home in Heerlen.
  • The maximum loan amount for starters is €56,000.
  • The house costs a maximum of €280,000 including improvement costs (existing construction) or additional costs (new construction). 
Objection and appeal

Do you disagree with the municipality's decision? Then you can file an objection. With this you let the municipality know why you disagree with the decision. Do this within 6 weeks. The municipality will review your application and make a new decision.

After that, do you still disagree with the municipality's decision? Then you can ask the court whether the municipality made a good decision. This is called "lodging an appeal.
